In a Tile Laying game, the 'board' is often created by the players as they play the game. These tiles are typically drawn from a communal bag or other area and the player laying it on the 'board' also takes an action based on the tile laid. These tiles have rules of placement, and can almost often be placed in many different places on the 'board.' This makes the decision of where/how to lay the tile the key decision of the game. Sometimes the tile placement is secondary to how/when the associated action is taken and how that effects the other point/victory conditions.
